Regional Directors

The Regional Directors are current and past ALPFA chapter presidents with proven track records managing and growing their respective chapters who provide support to current chapter presidents in their respective regions.

Sandra Garcia, Past President, ALPFA New Jersey
North Region

Sandra is Vice President of Annuities Business Information Protection at Prudential where she oversees Annuities business continuity plans, information security, vendor governance and records management ensuring each discipline is meeting Enterprise compliance and regulatory standards. Prior to her Annuities role Sandra led the Group Insurance business vendor governance area where she was accountable for ensuring all third parties were in compliance with Prudential’s vendor agreements, governance policy and vendor governance standards. Sandra holds a Master of Science in Management from Thomas Edison State College and a Masters Certificate in Project Management from George Washington University. She has been an active ALPFA member since the ALPFA Convention in Miami in 2005. She served as Events Coordinator and as president for two terms for the ALPFA NJ Chapter.

Hector Perez, President, ALPFA Orlando
South Region

Hector is a Partner at New York Life. In his role, he leads a business unit focused primarily on Transnational Planning for foreign investors and has additional oversight of business development and recruitment within the Hispanic, Brazilian, African-American, and LGBT markets. In his previous role with New York Life, Hector was part of the Hispanic Market Expansion Initiative, serving as Senior Manager for Hispanic and Brazilian markets in Central Florida. Hector serves as President of ALPFA Orlando. In this capacity he leads the operational aspects of the Orlando team through the development of strategic direction and initiative implementation. In 2012, he was recognized as one of Central Florida’s 25 Most Influential Hispanics by the Hispanic Chamber of Commerce of Metro Orlando. Hector was born in San Juan, Puerto Rico where he completed his B.B.A in Marketing Management with a minor in Modern Foreign Languages.

Cesar Lostaunau, Past President, ALPFA Chicago
Midwest Region

Cesar is a Strategy & Operations Manager in Agency Operations for Allstate Insurance in Northbrook, IL. Cesar has been an active member of ALPFA since 2000. He has served ALPFA Chicago as a former Student Affairs Director and Chapter President. In 2007, as ALFPA Chicago Chapter President, Cesar led his team to generate $130K in financial corporate support while increasing the association membership 50%. In 2012, Cesar was awarded the ALPFA National Lifetime Achievement Award. Cesar earned a B.S. in Finance from the University of Illinois at Urbana-Champaign, an MBA from Keller Graduate School of Management and certifications in Project Management and Business Analysis from DePaul University in Chicago.

Elizabeth Martinez, Past President, ALPFA Washington DC
Central Region

Elizabeth is an Assistant Director of Financial Management and Assurance (FMA) at the U.S. Government Accountability Office. Ms. Martinez is a certified public accountant and a certified government financial manager. She graduated magna cum laude from the University of Puerto Rico, where she received a Bachelor’s degree in finance and accounting. Elizabeth has been a member of the Association of Government Accountants since 1998 and a Washington, D.C., past-president and lifetime member of ALPFA. During her term as president of the D.C. chapter of ALPFA, Elizabeth increased her chapter membership by 500% and successfully conducted many workshops with a focus on leadership skills. For her many accomplishments as president of the ALPFA D.C. chapter, she was awarded Outstanding Chapter President in 2005.

Maria Villa-Walsh, Past President, ALPFA Seattle
West Region

Maria has over 8 years of experience in compliance and risk management. She is currently a Cost Policy Subject Matter Expert (SME) within the Share Services Group (SSG) at The Boeing Company. In this role, Maria manages the compliance of policies, procedures, and government regulations for companywide and business unit specific processes and cost pools. Maria graduated from Seattle University, with Bachelor of Business Administration degrees in Accounting and Finance, and she is currently pursuing the Leadership Executive Masters in Business Administration (LEMBA) program at Seattle University. Maria is a co-founder of the Seattle Chapter of ALPFA, where she served the chapter as both Vice President and President. Maria has been an active member of ALPFA since 2004 and currently serves as an advisor to the Seattle Board of Directors.
